The Higher National Veterinary School (ENSV) is a public higher education institution under the supervision of the Ministry of Higher Education and Scientific Research.
According to Executive Decree No. 16-176 of 9 Ramadan 1437 corresponding to June 14, 2016, establishing the standard status of higher schools:
In the management of the School, the Director is assisted by an Executive Council, which includes the Deputy Directors, Heads of Departments, the School Secretary-General, and the Director of the Library. The Executive Council meets at least once a month. The Secretariat of the Council is provided by the School Secretary-General.
The School is administered by a Board of Directors, headed by the Director and assisted by Deputy Directors, the Secretary-General, and the Director of the Library, and is equipped with administrative and scientific bodies to evaluate educational and scientific activities. The School is composed of departments under the responsibility of Department Heads and includes technical services.
The Director is assisted by:
The Deputy Director in charge of teaching, degrees, and continuing education;
The Deputy Director in charge of doctoral training, scientific research, technological development, innovation, and promotion of entrepreneurship;
The Deputy Director in charge of information and communication systems and external relations;
The School Secretary-General;
The Director of the Library.
The School’s Board of Directors, chaired by the Minister responsible for Higher Education or their representative, or by the concerned Minister or their representative, is composed of:
A representative of the Minister responsible for Finance;
A representative of the Minister responsible for National Education;
A representative of the Minister responsible for Vocational Training and Education;
A representative of the authority in charge of Public Service;
A representative of the Minister responsible for Higher Education for schools created by other ministerial departments;
Representatives of the main user sectors, according to the type of training provided by the School, as listed in the decree establishing the School;
Elected representatives of faculty members, with the number and rank determined by an order of the Minister responsible for Higher Education or the concerned Minister;
An elected representative of associate faculty members, if applicable;
Two elected representatives of administrative, technical, and service staff;
Two elected student representatives;
A representative of alumni associations, if applicable.
The Director of the School, the Deputy Directors, Department Heads, and the Director of the Library attend Board meetings with consultative voice. The Secretariat of the Board is ensured by the School Secretary-General.
Up to four representatives of legal and/or natural persons contributing to the financing of the School may attend Board meetings with consultative voice. The Board may also invite any person able to provide insight into its work. External experts, appointed for their competence, participate in Board activities with consultative voice.
The Board deliberates on:
The School development plan;
Proposals for training and research activities;
Proposals for national and international exchange and scientific cooperation programs;
Annual training and research reports;
Budget drafts and financial statements;
Human resources management plans;
Acceptance of donations, bequests, grants, and contributions;
Acquisition, sale, or rental of properties;
Loans to be contracted;
Projects for the creation of subsidiaries and equity participation;
Forecasted School resources and their use in the development of training and research activities;
Use of revenues from equity participation and subsidiaries within the School’s development plan;
Partnership agreements with all socio-economic sectors;
The School’s internal regulations;
The annual activity report presented by the Director.
The Board studies and proposes any measures to improve the functioning of the School and support the achievement of its objectives.
The Scientific Council is an advisory body. It issues opinions and recommendations on:
The School development plan;
Annual and multi-year training and research plans;
Projects for the creation, modification, or dissolution of departments and, where applicable, units and research laboratories;
National and international exchange and scientific cooperation programs;
Training and research reports;
Partnership programs with socio-economic sectors;
Programs of scientific events;
Actions to valorize research results;
Reports on the acquisition of scientific and technical documentation;
Actions related to innovation, monitoring, technology transfer, and entrepreneurship;
Continuing education, skill improvement, and retraining activities;
Actions to implement quality assurance in education;
Actions to implement an information system.
It proposes directions for research and scientific and technical documentation policies. It provides opinions on any other pedagogical or scientific matter submitted by its Chair. The Director informs the Board of Directors of the opinions and recommendations issued by the Scientific Council.
The Scientific Council is composed of:
The Director, as Chair;
Deputy Directors;
Heads of Departments;
Presidents of departmental scientific committees;
Director(s) of research units and/or laboratories, if applicable;
The Director of the Library;
Elected representatives of faculty members;
An elected representative of associate faculty members, if applicable;
Two faculty members from other higher education institutions.
The Scientific Council may invite any person whose expertise may be useful. Elected representatives of teachers cannot simultaneously hold a higher functional or organizational position.
To make School management more operational and dynamic, several support structures have been established. ENSV notably has a Quality Assurance Unit, created in accordance with MESRS decisions, whose mission is to promote and develop quality assurance practices in higher education, evaluate programs, and ensure continuous improvement of institutional performance.
A Communication and Information Unit ensures the dissemination of the School’s activities, management of institutional information, and strengthening of external relations.
As part of the national policy to promote innovation and entrepreneurship, ENSV actively supports the valorization of innovative projects and entrepreneurial initiatives by its students. The School has an incubator, IncubVet, and an Entrepreneurship Development Center (CDE), which provide practical and methodological support to project leaders to transform ideas into startups or micro-enterprises.
This initiative is part of the mechanism established by Ministerial Decree No. 1275 of September 27, 2022, relating to the “One Degree, One Startup / One Degree, One Patent” scheme, as supplemented and amended by Decree No. 008. This scheme allows final-year students to design and develop innovative projects that may lead to the creation of a startup, a micro-enterprise, or a patent.
ENSV also collaborates with national initiatives, including NESDA, to strengthen entrepreneurship training, project support, and coaching necessary for idea implementation. These structures and partnerships enable students to develop entrepreneurial skills in a structured framework aligned with current ministerial mechanisms.
The School also has a subsidiary: SARL Innovet Quality, headquartered at Rue Issad Abbas, Ilot No. 14, Section 11, Oued Smar, Algiers, reachable at innovetquality@ensv.dz. Innovet Quality’s mission is research and development, innovation, and performance improvement in veterinary sciences and their applications, serving public administrations and the economic sector.
Created by Ministerial Decree No. 195 of 05/10/2023, Innovet Quality is a limited liability company (SARL) with a capital of 1,000,000 DZD. Its shareholders are ENSV (majority), EURL Hubbard Algeria, SARL LBVET MNC, and faculty members. Its commercial registration number is 16/00-1205003B25, issued on 06/05/2025 in Algiers.
The subsidiary’s activities include:
Research, innovation, and performance improvement;
R&D in biotechnology and other physical and natural sciences;
Consulting, assistance, evaluation, and design of training programs;
Organization of economic and scientific events;
Studies, consulting, and assistance in agriculture;
Private veterinary center;
Testing and quality analysis laboratory (regulated activity);
Accelerator/incubator for emerging companies.
